No: skins do not move between separate Epic accounts
Epic says existing Fortnite cosmetics cannot be manually transferred from one Epic account to another, including by Player Support. Buying an account with a skin is not a way to add that skin to a different Epic account you already use.
If your plan depends on combining two lockers, settle that before shopping. A better price does not change how the account system works.
Linking a console is different
Connecting a console profile lets that console access the intended Epic account. It does not pour the contents of two Epic accounts into one locker.
Think of it this way: the locker stays with its Epic account; the console connection is a route into it. Before changing a connection, identify which account actually has the items you want.
Check whether the items are simply hidden or on another login
If your skins seem to disappear when you switch devices, first check the signed-in Epic account and its connections. Then clear Locker filters and look in Archived items. A missing item on screen is not automatically a transfer problem.
For a recent mistaken purchase, Epic describes a separate possibility: an eligible return followed by a new purchase on the correct account, if the item is still available. That does not move older rewards or an entire locker.
Choose an account for the locker it already has
Make your shortlist around the outfits and styles you would use on that account. Check the access you need as well, especially if you plan to play on a console.
